spec: match scheme_exact_evm.md's Permit2 link target

Use docs.uniswap.org/contracts/v4/deployments (the deployments page) instead
of the github.com/Uniswap/permit2 repo, matching the link target used by
scheme_exact_evm.md's Canonical Permit2 annex.
