App/overlay outside game / localhost web app

Sometimes I want to see what I have put in my inventory or where are stuff to plan things outside of the game before launching it, and since the overlay can always run in background, it would be nice to either have access to the overlay outside of the game, a desktop app, or a localhost webapp for that.
